北洋政府时期,在长芦盐区,因引岸专商制沿袭已久,弊端丛生。官吏、兵弁、商人等利用其制度漏洞,偷漏贩运私盐,使得长芦盐区"体制内私盐"盛行。在芦盐产、运、销的各个环节,均存在私盐。在生产环节,存在"滩私";在储存环节,存在"坨私";在运销环节,存在"邻私"。
Review of “the Illegal Salt within the System” in Changlu Salt Area in the Period of the Northern Warlords Government

Abstract:
In Changlu salt area in the period of Northern Warlords Government,many abuses occurred because of the long term practice of the inviting investment and demarcation monopoly system.Officials,soldiers,businessmen and others use the loopholes of the system,evaded tax and trafficked illegal salt,making "llegal salt within the system" prevail in Changlu salt zone.Illegal salt existed in every production and transportation step:In production,there was "illegal sale on the beach";in the storage areas,there was "illegal storage";in the marketing aspect,there was "illegal selling and buying".
