摘要：
1945—1949年，保定商会对商业组织和社会群体进行商业与社会救助，其中包括推动借贷、平抑物价、解决民食、赈济灾民伤兵、开设救济院等活动。保定商会的社会慈善活动虽然有着主动性不强、官僚化色彩严重、影响效果有限等局限性，但不可否认的是其社会慈善活动对保定地区的发展仍具有积极作用，其社会慈善活动有助于稳定保定地区社会秩序，促进保定地区公益事业的发展，为商会赢得社会效益的同时，对弥补政府社会公益职能的缺失大有裨益。
Research on Social Charity of Baoding Chamber of Commerce from 1945 to 1949

Abstract:
From 1945 to 1949, the Baoding Chamber of Commerce provided commercial and social assistance to commercial organizations and social groups, including promoting loans, stabilizing prices, resolving food for the people, providing relief to the victims of disasters, and opening almshouses. Although the social charity activities of the Baoding Chamber of Commerce have limitations such as weak initiative, serious bureaucratization, and limited impact, it is undeniable that its social charitable activities still have a positive effect on the development of Baoding area. Its social charitable activities help stabilize the social order in Baoding area and promote the development of public welfare undertakings in Baoding area. While winning social benefits for the Chamber of Commerce, it is of great benefit to make up for the lack of government social welfare functions. The social charity activities carried out by the Baoding Chamber of Commerce during this period reflect the practice of the Baoding Chamber of Commerce on its business objectives under the changing times. This kind of charitable behavior also has an important impact on the social changes in North China. The research on the charitable actions of the Baoding Chamber of Commerce during this period will help deepen the understanding of the Baoding Chamber of Commerce, enrich the research on the Chamber of Commerce in North China, reveal the charitable relief activities of the Chamber of Commerce, and also provide examples for the research on the charitable cause of the Chamber of Commerce from 1945 to 1949.
