社区治理创新的可持续性发展困境和对策研究

摘要：
党的十九大报告提出加强和创新社会治理机制以来，各地纷纷开始探索社区治理机制和模式的创新实践，从中涌现出许多具有地方特色的治理创新模式，但这些治理创新模式发展到后期都面临着发展动力不足的问题。当前城市社区治理模式和机制的创新之所以持续性不足，主要是因为社区组织“分散化”导致信任机制缺失、社区利益“多元化”导致行为规范失调、社区居民“理性化”导致互动网络断裂，使得多元主体参与社区治理的格局还没有形成统一合力，导致社区社会资本建设步伐落后于社区治理创新发展的脚步。因此，从社会资本维度出发研究社区治理创新，可以对这些问题作出进一步的回应。
Research on the Dilemma and Countermeasures of Sustainable Development of Community Governance Innovation

Abstract:
Since the report of the 19 th National Congress of the CPC proposed to strengthen and innovate the social governance mechanism, various localities have begun to explore the innovative practice of community governance mechanism and model, from which many governance innovation models with local characteristics have emerged. But these governance innovation models are facing the problem of insufficient development power in the later stage. At present, the innovation of urban community governance mode and mechanism is not sustainable, mainly because the “decentralization” of community organizations leads to the lack of trust mechanism, the “diversification” of community interests leads to the disorder of behavior norms, and the “rationalization” of community residents leads to the rupture of interactive network, which makes the pattern of multiple subjects participating in community governance not form a unified force, leading to the pace of community social capital construction lagging behind the pace of innovation and development of community governance. Therefore, the study of community governance innovation from the perspective of social capital can make further response to these problems.
