北京政府统治时期的兵变——以报刊舆论为中心

摘要：
民国肇始，社会民众以揖美追欧的热情迎接共和社会，然兵变频发，民众受损严重，加之政府应对兵变的低效，导致民众和北京政府矛盾尖锐。社会民众以报刊为媒介，借助社会舆论，表达自己的诉求，从对政府当局的不满，上升到对共和制度的否定。对于当时兵变频发的现状，应从北京政府的制度构建层面分析兵变频发的成因，而不是仅停留于军阀个人的品质对兵变的影响。
Study of the Mutiny during the Period of Beijing Government——Centered on the Press and Public Opinion

Abstract:
At the beginning of the Republic of China, the public welcomed the republican society with enthusiasm for pursuing the United States and Europe. However, there were frequent military attacks and serious damage to the people. In addition, the government’s inefficient response to the mutiny led to sharp conflicts between the people and the Beijing Government. The public uses newspapers and periodicals as the medium to express their demands, from dissatisfaction with the government authorities to the denial of the republican system. Regarding the current situation of munity at that time, we should analyze the cause of military warfare from the level of the Beijing Government’s system construction, rather than just stop at the influence of the personal qualities of warlords on mutiny.
