天津北洋机器制造局在庚子之变时为八国联军的炮火所毁。津局毁灭、匪患严重和新军编练使得北方军队的军火供应变得匮乏。袁世凯任直隶总督后，以“练兵必先制械”为由，将北洋机器制造局在德州复建。至1904年10月，德州北洋机器制造局复建初步完成。在清末军事改革的背景下，清政府试图将德局在内的各省军械局厂收归中央管理，但德局的管理始终掌握在袁世凯一系手中。复建后的德局主要向北洋军队提供军火，其供应范围包括华北、东北在内的广大北方地区。德局在生产军火的同时储存大量军火，成为极为重要的军火存储机关。
Research on the Reconstruction of Beiyang Machinery Manufacturing Bureau

Abstract:
Tianjin Beiyang Machinery Manufacturing Bureau was destroyed by the gunfire of the Eight-Power Allied Forces during the Gengzi Change. The destruction of Tianjin bureaus, severe banditry, and new army arrangements made the northern army’s armament supply scarce. After Yuan Shi-kai became the governor of Zhili Province, he rebuilt the Beiyang Machinery Manufacturing Bureau in Dezhou on the grounds that “weapons must be made before training soldiers”. By October 1904, the rebuilding of the Dezhou Beiyang Machinery Manufacturing Bureau was preliminarily completed. In the context of the military reforms in the late Qing Dynasty, the Qing government tried to put the provincial ordnance bureau factories including the Dezhou Bureau under the central management, but the management of the Dezhou Bureau was always in the hands of Yuan Shi-kai’s faction. The reconstruction of the Dezhou Bureau mainly supplied arms to the Beiyang army, which covered the vast northern areas including North China and Northeast China. The Dezhou Bureau stored large quantities of munitions while producing them and became a particularly important ammunition storage institution.
