晋察冀边区党和政府一方面通过贯彻群众路线，落实区村政权的民主选举，把基层政权尽可能掌握在贫雇农、中农基本群众手中；另一方面落实“三三制”民主原则，争取扩大和巩固农村统一战线。村财政的整理，也是基层政权改造和财政正规化建设的重要组成部分。
The Transformation of the Basic Political Power and the Village Financial Management in the Jin-cha-ji Anti-Japanese Base Area

Abstract:
The party and government of Jin-cha-ji border area carried out the mass line and implemented the democratic elections of district and village powers, so that the grass-roots power should be in the hands of the poor and hired peasants and the basic masses of the middle peasants as much as possible. On the other hand, it implemented the democratic principle of the "three-three system" and strived to expand and consolidate the rural united front. The organization of village finances was also an important part of the transformation of grass-roots political power and the regularization of finances.
