京津冀协同发展中生态补偿与脱贫攻坚的思考

摘要：
生态补偿与脱贫攻坚是京津冀协同发展中面临的重点问题和难点问题，以生态补偿长效机制助力脱贫攻坚需要健全生态补偿法律法规，构建区域协同治理机制，形成横向与纵向相结合、财政资金与社会资金相结合的多元化生态补偿资金筹措格局，加大“造血型”生态保护补偿力度，为贫困地区提供可持续的生计能力，实现生态保护和减贫增收的双赢。

Abstract:
Ecological compensation and poverty alleviation are the key and difficult problems faced in the coordinated development of Beijing-Tianjin-Hebei. The long-term ecological compensation mechanism to help poverty alleviation needs to improve ecological compensation laws and regulations, build a regional collaborative governance mechanism, and form a horizontal and vertical combination of financial The diversified ecological compensation fund-raising pattern combining funds and social funds will increase the “hematopoietic” ecological protection compensation, provide sustainable livelihood capabilities for poor areas, and achieve a win-win situation for ecological protection and poverty reduction and income increase.
