乡村电商人才振兴：驱动力、困境及其破解

摘要：
乡村电商的可持续发展离不开人力资本的有效支撑，乡村电商人才振兴应突破传统仅依赖于教育的单调视角。乡村电商人才是乡村振兴增智之道、电商扶贫提效之需和农户生计改善之源，但其培育过程中存在乡村电商经营主体素质偏低、乡村电商教育供给侧不均衡和乡村电商基础环境建设薄弱等困境。要建立多维度、多元化共同治理机制，通过实施乡村人才振兴、电商教育体系、基础设施生态、制度环境优化等措施进行精准治理。

Abstract:
The sustainable development of rural e-commerce can not be separated from the effective support of human capital. The revitalization of rural e-commerce talents should break through the monotonous perspective of traditional education only. Rural e-commerce talents are the way to vitalize and increase wisdom, the need to improve the efficiency of e-commerce poverty alleviation and the source of the improvement of farmers' livelihood. However, there are some difficulties in the cultivation process, such as the low quality of rural e-commerce operators, the imbalance of the supply side of rural e-commerce education and the weak construction of rural e-commerce infrastructure. It is necessary to establish a multi-dimensional and diversified common governance mechanism, and carry out precise governance through the implementation of measures such as the revitalization of rural talents, e-commerce education system, infrastructure ecology, institutional environment optimization.
