人才政策中住房补贴的分析及进路——以合肥市人才政策为例

摘要：
现阶段的中国，各地住房补贴大多与人才政策相挂钩，补贴范围和程度均有失公平。为了消除住房补贴中的不公平现象，必须对现有的住房补贴政策予以优化。从目前来看，有效的完善措施是需求侧补贴。一种方案是取消目前的住房补贴政策，在此基础上配套其他政策来保障住房需求；另一种方案是对现有的补贴政策加以调整，主要调整对象包括受益群体、群体需求、补贴标准等，促使住房补贴政策更加公平合理。
Analysis and Approach of Housing Subsidies in Talent Policy

Abstract:
At this stage in China, most of the housing subsidies are linked to the talent policy, and the scope and degree of subsidies are unfair. In order to eliminate the unfairness in housing subsidies, we must optimize the existing housing subsidy policies. From the current point of view, the effective and perfect measure is the demand-side subsidy. One is to cancel the current housing subsidy policy, on this basis of which to support other policies to ensure the housing demand; the other is to adjust the existing subsidy policy, the main adjustment objects include beneficiary groups, group demand, subsidy standards, so as to make the housing subsidy policy more fair and reasonable.
