自1906年起，袁世凯开始在天津县试办地方自治，天津绅商逐渐摆脱商人“在商言商”的传统，开始参与到区域政治的实际操作中。在天津县自治的筹备、组建和具体实施过程中，天津绅商始终担任重要角色，起到了不容忽视的作用。然而，由于“亦官亦商”双重身份以及商人传统意识的约束，绅商在地方自治的进程中仍暴露出自身的诸多局限。
Modern Gentry Business Class and Local Governance——An Investigation Centered on Tianjin County Autonomy in the Late Qing Dynasty

Abstract:
Yuan Shi-kai had implemented self-governance in Tianjin County since 1906. During that time, Tianjin's gentry merchants began to get rid of traditional concept of "business is business" and began to participate in the actual operation of regional politics. In the preparation, formation, and implementation of Tianjin County Autonomy, Tianjin gentry and businessmen have always played an important role that cannot be ignored. However, due to the dual identity of "both officials and businessmen" and the traditional ideas of merchants, the gentry and businessmen still exposed their own limitations in the process of local autonomy.
