开放大学国际化比较研究:六国的特点与经验

摘要：
国际化是21世纪开放大学的重要办学理念与战略目标。对世界六个主要国家开放大学现状分析显示，开放大学具有不同的国际化特征，体现在理念目标、制度保障和活动实践等方面。开放大学的国际化建设具有战略高度重视、方法手段多样、基于地缘特色、运用技术特长等主要特点。开放大学的国际化发展应致力于培育国际影响力，参与远程开放教育全球治理，处理好"走出去"与"引进来""国际化"与"本土化"等多种关系，采取符合自身实际和发展需求的国际化模式。
A Comparative Study on Internationalization of the Open Universities:Characteristics and Experience of Six Countries

Abstract:
Internationalization is an important educational concept and strategic goal of the open university in the 21st century. An analysis of the status quo of open universities in six countries shows that open universities have different international characteristics, which are reflected in the concept of goals, institutional mechanism as well as educational practice. The internationalization of the open universities has the main features of strategic importance, diverse methods, geography-based and technical expertise. The international development of the open university should focus on cultivating international influence, participating in the ODL global governance, and handling various relationships such as "going out" and "bringing in", "internationalization" and "localization", and adopting an international model that meets their actual and development needs.
