Abstract:
In August 1900, when the eight-power allied forces entered Beijing, the Empress Dowager Cixi took the Emperor Guangxu away to the west leading to the hindering of peace negotiations with foreign countries. In the face of the foreign powers' threatening the two palaces to return to Beijing, there are differences in the internal political views of the Southeastern governor. Zhang Zhi-dong always regarded the stability of the two palaces as the first essential point, proposing not to return to Beijing, supporting going to Shaanxi and advocating to punish the "chief culprit" to resist the return to Beijing, and to establish a deputy capital to delay back to Beijing. The reason why Zhang Zhi-dong obstructed the two palaces' return to Beijing was from his fear of the threatening of the foreign powers. In addition, he was too afflicted by the Empress Dowager Cixi in order to maintain his political image, which was also criticized at that time.
