摘要：
清末中国社会急剧转型，社会治安混乱。改变旧的保甲团练等社会治安控制模式，实行警政改革，势在必行。清末山西巡警总局的建立，是山西地方行政当局响应清廷谕令，改革地方行政模式的历史缩影。它不仅是地方行政由传统向现代转型的历史样本，且其作为一种新的行政模式，再现了地方行政当局对清廷新政的设想与尝试、继承与拓展的历史变迁过程。历史经验表明，地方改革需要行政当局不断深化对改革理论的认识，方能使地方行政改革走向深入。
On the Establishment of Shanxi Patrol Police General Administration in the Late Qing Dynasty

Abstract:
In the late Qing Dynasty, China's society was rapidly transformed and social security was chaotic. It is imperative to change the social security control mode such as the old Baojia regiment and practice the police reform. The establishment of Shanxi Patrol Police General Administration in the late Qing Dynasty is the historical epitome of Shanxi local administration's response to the Qing government oracle and the reform of the local administration model. It is not only a historical sample of the transformation of local administration from traditional to modern, but also as a new administrative model, it reproduces the historical vicissitude process of the local administration's attempt and inherits to the Qing Dynasty new deal. Historical experience shows that local reforms require the administration to continuously deepen its understanding of reform theories, so that local administrative reforms can go deeper.
