试析袁世凯与接收天津都统衙门

摘要：
天津都统衙门是1900年八国联军占领天津后，为恢复天津城内秩序而设立的临时殖民机构。《辛丑条约》签订后，中国政府向相关国家提出交还侵占领土的要求，此时刚升任直隶总督的袁世凯便奉命办理接收天津的相关政务。为顺利接收天津都统衙门，袁世凯除了采用务实的制衡外交外，同时进行行政、军事等方面的准备。袁世凯通过此次接收，巩固了在清廷内部的政治地位，而且赢得了列强的好感，为袁氏北洋军阀的崛起打下了基础。
Analysis of Yuan Shih-kai and the Regain of the Tientsin Provisional Government

Abstract:
The Tientsin Provisional Government was a temporary colonial organization established to restore order in Tianjin after the occupation of Tianjin by the Eight-Power Allied Forces in 1900. After the signing of the Peace Treaty of 1901, The Chinese Government demanded the return of the occupied territory to the relevant countries. Yuan Shih-kai, who had just been promoted to the post of Governor-general of Zhili, was ordered to handle the relevant gove rnment affairs of Tianjin. In or der to successfully receive the Yamen of Tianjin, Yuan Shih-kai made administrative and military preparations in addition to adopting practical counterbalance diplomacy balances. From this Yuan Shih-kai consolidated his political position in the Qing Dynasty, and won the favor of the great powers, which laid the foundation for the rise of the Northern Warlords.
