摘要：
成效为本的课程质量将学生作为质量主体的地位，关注学生的实际发展。从"增量"及"能力"取向角度来评估课程质量，可以有效回答"谁的质量""什么时候的质量"之问，一定程度上可以缓解社会对开放教育质量的问责，也为终身学习社会中课程学分互认与衔接提供依据。对课程质量的努力，对课程评估与保障信念的强化应做为院校自觉的选择和积极的行为。基于成效为本的理念，有效保障课程质量，需要在课程设计、课程内容、课程实施及课程评价方面有所变革。
Outcome-based Evaluation and Guarantee of Curriculum Quality

Abstract:
Outcome-based education(OBE)emphasizes students as the main subject and focuses on the real development of student themselves.Evaluating curriculum quality from the perspective of "incremental" and "ability" orientation can effectively answer the questions of "whose quality of OBE" and "when to achieve the quality of OBE".To some degree,it will diminish the accountability enforced by the society and provides the basis for credit transfer in lifelong learning.The endeavor of improving the quality of curriculum and the strengthening of curriculum evaluation and implementation should be behaved spontaneously by the universities.To build result-oriented concept and improve the quality of curriculum effectively,reforms are required to be taken on the curriculum design,contents,implementation and evaluation.
