摘要：
西柏坡时期，中国共产党领导的解放区遭遇了多次严重的自然灾害。为此，解放区政府首先将救灾工作作为施政的重要内容，加强救灾的组织体系建设，充分调动政府、社会和个人的力量，全民动员，采取多种措施赈济灾民，以解灾民燃眉之急。解放区政府已经具有一定的防灾意识和防灾经验，通过多种渠道积极宣传防灾防疫，主动预防可能发生的灾害。卓有成效的救灾、防灾措施发挥了巨大的经济、政治作用，不仅帮助解放区渡过了困难时期，而且为建国后的救灾提供了借鉴和经验。
Discussion on Disaster Relief Work of the Communist Party of China in the Xibaipo Period

Abstract:
A number of serious natural disasters appeared in liberated areas led by the Communist Party of China in the Xibaipo Period.Work of disaster relief was placed in an important position in governance contents in the liberated area.The construction organization system on disaster relief was strengthened.The force of government,society and individuals was fully mobilized.The civil mobilization was carried out to relieve the victims and to improve the ability of disaster relief with various measures and alleviate the urgent needs of the victims.The government of the liberated areas had a certain degree of awareness of disaster prevention and disaster experience,actively publicizing the knowledge of disaster prevention through a variety of channels and to prevent the potential disaster preliminarily.Effective relief,disaster prevention measures played a huge economic and political role,not only to help tide over the difficult period in the liberated areas,but also provide reference and experience for disaster relief after the founding of new China.
