中共中央在西柏坡时期是中国共产党取得全国领导权的最关键阶段,也是中国共产党社会政策的萌芽时期。这些社会政策是应急式的和区域性的,带有一定的试验性,其内容主要集中于城乡分别管理、土地改革和阶级划分、调和性劳资关系和城乡工资差异、社会保障和社会救济制度等方面,但产生了深远的历史影响。

Abstract:
The period when the Central Committee of the Communist Party of China(CPC)stayed in Xibaipo is the most critical stage for the national leadership power-taking process.It is also the sprouting period for the social policies of the CPC.These policies were emergency-meeting,regional and experimental,the main contents of which focus on rural and urban management,farming land reform,class analysis,conciliatory labor relations and the starting of different pay in urban and rural areas,social security and social relief system.They have had a profound impact in history.
