大学治理体系和治理能力现代化进程中学生参与制度构建

摘要：
学生参与制度构建是大学治理现代化的重要内容。构建学生参与制度要坚持确立学生主体地位、规范参与程序、实现参与效果实质化、确保参与范围全覆盖、遵循参与层次差异化等核心原则，通过推进学生参与决策机制制度化建设、实现学生参与管理服务组织化运行、开展学生参与监督评估规范化操作、做好学生参与权益维护法治化制度安排、完善学生参与信息沟通制度化建设等途径实现。学生参与制度持续运行需要法规制度规范、组织管理体系、资源配置机制、文化环境氛围等条件支撑。通过系统性制度安排促进学生从被动管理对象转变为主动治理主体，为大学治理现代化提供有力支撑。
The Construction of Student Participation Systems in the Modernization Process of University Governance System and Governance Capability

Abstract:
The construction of student participation systems is a crucial component of university governance modernization. Establishing student participation systems should adhere to core principles such as affirming students' principal status, standardizing participation procedures, achieving substantive outcomes of participation, ensuring comprehensive coverage of participation scope, and following differentiated participation levels. This can be realized through institutionalization of student participation in decision-making, organized operation of student participation management services, standardized implementation of student participation supervision and evaluation, legal arrangements for safeguarding student participation rights, and improved information communication systems. The sustained operation of student participation systems requires support from regulatory frameworks, organizational management systems, resource allocation mechanisms, and cultural environment atmosphere. Through systematic institutional arrangements, students can turn from passive management subjects to active governance participants, providing strong support for the modernization of university governance.
