新时代教育评价改革背景下开放大学教学名师培养策略

摘要:
随着国家高等教育战略重点的转移,由规模扩大转向提质增效,对教师队伍建设质量的要求越来越高,培育教学名师逐渐成为各高校实施人才战略的重要手段。中共中央、国务院《深化新时代教育评价改革总体方案》和教育部《国家开放大学综合改革方案》的出台,为开放大学体系教学名师培育指明了方向。通过查阅文献、实地调研、案例分析等方式研究各高校教学名师培育现状,以学校教学名师打造行动为实践支撑,探讨教学名师的培养标准和影响教学名师成长的相关因素,从人事工作的角度探寻教学名师培养的有效路径,形成具体化的政策建议,促进高校教师个人成长发展和高质量建设教师队伍双赢。
Research on the Cultivation Strategies of Distinguished Teachers in Open Universities in the Context of New Era Educational Evaluation Reform

Abstract:
With the shift in the national higher education strategy from scale expansion to quality and efficiency enhancement, the demand for high-quality faculty development has grown increasingly urgent. Cultivating distinguished teachers has gradually become a key approach for universities to implement talent strategies. The release of The Overall Plan for Deepening the Reform of Educational Evaluation in the New Era by the Central Committee of the Communist Party of China and the State Council, along with The Comprehensive Reform Plan for the Open University of China by the Ministry of Education, has provided clear guidance for fostering distinguished teachers within the open university system. Through literature review, field research, and case studies, the study examines the current status of distinguished teachers cultivation across universities. Supported by practical initiatives in developing such teachers, it explores the criteria for their training and the factors influencing their growth. From the perspective of personnel management, the study identifies effective pathways for cultivating distinguished teachers and proposes specific policy recommendations, aiming to achieve a win-win outcome for both individual faculty development and the high-quality construction of teaching teams in higher education institutions.
