地方高校开展老年教育的成效评价与质量提升策略

摘要:
地方高校开展或积极参与老年教育,是落实国家老年教育和养老服务发展政策的重要举措,是高校履行社会服务责任的重要方式,是当前我国教育发展的重要研究课题。当今我国正在加速进入老龄化社会,然而为老年人提供基本服务的老年教育却仍然存在政策保障缺位、教育定位缺漏等诸多亟待解决的问题。基于此,通过构建CIPP模型评估地方高校在开展老年教育方面的成效,旨在厘清老年教育与终身教育、成人教育以及继续教育之间的关系,重构一个以各种教育活动互为基础、相互依存并互为拓展的现代终身教育体系,进一步探索地方高校开展老年教育的质量提升策略,明确在新的发展阶段如何进一步提高老年教育的质量,并为国家老年教育的进一步发展提供政策制定上的参考依据。

Research on the Effectiveness Evaluation and Quality Improvement Strategies of Elderly Education Carried out by Local Colleges and Universities

Abstract:
It is an important measure to implement the national policies on the development of senior education and elderly care services, which is also an important way for local universities to fulfill their social service responsibilities and an important research topic in the current educational development of China that local universities carry out or actively participate in senior education. Nowadays, China is accelerating its entry into an aging society. However, senior education, which provides basic services for the elderly, still has many problems that urgently need to be solved, such as the absence of policy guarantees and the omissions in educational positioning. Based on this, by constructing the CIPP model to evaluate the effectiveness of local universities in carrying out senior education, the aim is to clarify the relationships among senior education, lifelong education, adult education and continuing education, and to reconstruct a modern lifelong education system in which various educational activities are based on each other, interdependent and expandable. Furthermore, it aims to explore the strategies for improving the quality of senior education carried out by local universities, clarify how to further improve the quality of senior education in the new development stage, and provide a reference basis for the formulation of national policies for the further development of senior education.
