数据财政视域下个人敏感信息处理路径规制

摘要：
“数据财政”是互联网时代的新概念，核心理念是通过盘活政府持有的相关数据，为政府创造新 的财政收入来源，以增强政府提供公共服务的能力。在土地财政难以为继，房产税推进艰难的今天，通过构建 数据财政体系，开辟新的财政收入来源是提高地方政府公共管理能力和缓解地方债务的明智之举。同时，数 据财政的推进应当在保护公民敏感数据的前提下，进一步增强数据脱敏技术，明确脱敏数据标准，完善公民 个人信息保护制度，以构建公共利益与个人利益得以最大化实现的数据财政制度。
Regulations of the Processing Path of Personal Sensitive Information from the Perspective of Data Finance

Abstract:
Data finance is a new concept in the Internet era.Its core idea is to increase the government's fiscal revenue by activating relevant data held by the government,thereby enhancing the government's ability to provide public services. Today,land finance is unsustainable and real estate tax is difficult to promote.Therefore,building a data-based financial sys- tem and exploring new sources of fiscal revenue is a wise move to improve the public management capacity of local govern- ments and alleviate local debts.At the same time,on the premise of protecting citizens'sensitive data,the promotion of data finance should further strengthen data desensitization technology,clarify the standards for data desensitization,and improve the system for protecting citizens'personal information,so as to build a data finance system where public interests and per-sonal interests can be maximized.
