摘要：
鉴于国际形势日趋复杂严峻，国家要发展强大，在国际社会中立于不败之地，具有永久的话语权，就取决于国家在科技领域拥有创新能力，具备核心技术，而创新能力和核心技术的取得需要科研人员不懈的努力。创新是国家兴旺、民族发展的动力，科研诚信则是创新的基石，而作为科研诚信重要凭证的科研档案对于科研诚信建设具有不可或缺的重要作用。因此，研究科研档案管理新策略对于推动科研诚信建设很有必要。

Abstract:
In view of the increasingly complex and severe international situation, if a country wants to develop strongly, be invincible in the international community and have a permanent right to speak, it depends on the country’s innovative ability and core technology in the field of science and technology, and the acquisition of innovative ability and core technology requires the unremitting efforts of scientific researchers. Innovation is the power of national prosperity and national development, scientific research integrity is the cornerstone of innovation, and as an important evidence of scientific research integrity, scientific research archives play an indispensable role in the construction of scientific research integrity. Therefore, it is necessary to study the new strategy of scientific research archives management to promote the construction of scientific research integrity.
