乡村振兴背景下河北省农村土地制度改革研究

摘要：
农村土地制度作为农村制度体系的基础与核心，其优化与否，既是有效破解“三农”问题的前提，也是深入实施乡村振兴战略的关键。通过对改革开放以来河北省农村土地制度改革主要历程进行深入梳理，发现农村土地制度存在农村集体土地所有权主体不清晰、农村土地流转规范程度不高、承包农户与经营主体之间利益定位不清晰等问题。因此，经过大量实地调研总结出农村土地制度要朝优化农村承包地“三权分置”制度、完善农村土地经营权流转制度、建立完善维护农户利益的各项长效制度等方面进行改革和发展，这对于在新时代把握好农村土地制度改革方向和重点任务均具有重要参考意义。
Study on Rural Land System Reform in Hebei Province Under the Background of Rural Revitalization

Abstract:
Rural land system as the foundation and core of rural system, whether it is optimized or not is not only premise of effectively solving the problems of "agriculture, rural areas and farmers", but also the key to further implementing the rural revitalization strategy. By combing the main course of rural land system reform in Hebei province since the reform and opening up, it is found that there are some problems in rural land system, such as unclear subject of rural collective land ownership, low degree of standardization of rural land circulation, and unclear interest orientation between contracted farmers and management subjects. Therefore, after a lot of field research, it is concluded that the rural land system should be reformed and developed in terms of optimizing the "three rights separation" system of rural contracted land, improving the circulation system of rural land management rights, and establishing and perfecting various long-term systems to safeguard farmers' interests. This has important reference significance to grasp right direction and key tasks of rural land system reform in the new era.
