农村基层“两委”干部受教育现状及提升路径——以河北省张家口市为例

摘要：
当前，我国乡村振兴战略进入关键期，但在个别农村地区依然存在“两委”干部意识上不敢担当、行为上不愿作为、能力上不能胜任的问题，这些问题已经影响到乡村振兴战略的顺利推进。应当深刻剖析农村“两委”干部素质现状及存在的问题，从学历教育和非学历教育相融合的角度切入，有针对性地提出解决路径和对策建议，探索解决干部“政治素质弱、带富能力差、文化水平低”的途径，进而激发村基层干部创新创业热情，调动致富带富主动性，切实发挥其在乡村振兴中的主体作用，为农业农村现代化提供强劲的新动能。
Education Status and Promotion Path of Rural Grass-roots “Two Committees” Cadres——A Case Study of Zhangjiakou City, Hebei Province

Abstract:
The current stage of China's rural revitalization strategy is critical, but there still exist problems in certain rural areas where village "two committees" cadres lack the awareness of taking responsibility, unwilling to take action, and lack competence, which has affected the smooth progress of the rural revitalization strategy. It is necessary to deeply analyze the present situation and existing problems of the cadres of the "two committees" in rural areas, cut in from the perspective of the integration of academic education and non-academic education, put forward targeted solutions and countermeasures, and explore ways to solve the cadres' "weak political quality, poor ability to bring wealth and low educational level", and then to stimulate the enthusiasm of village grassroots cadres for innovation and entrepreneurship, mobilize the initiative of getting rich with wealth, give full play to their main role in rural revitalization, and provide strong new kinetic energy for agricultural and rural modernization.
