摘要：
突发公共卫生事件不仅扰乱社会秩序，也影响着人民群众的生命安全和身体健康，同时还检视着基层政府的治理能力。应从当前基层政府应急管理工作中出现的问题入手，从机制建设、机构建设、队伍建设、平台建设、法制保障五方面，加强和提高突发公共卫生事件下基层政府治理能力，以保障社会稳定有序和人民生命财产安全，为经济和社会健康发展保驾护航。

Abstract:
Sudden public health incidents not only disrupt social order, but also affect the safety and health of the people, and examine the governance capacity of grassroots governments. Starting from the problems that arise in the current emergency management work of grassroots governments, we should strengthen and improve the governance capacity of grassroots governments in the event of sudden public health incidents from five aspects:mechanism construction, institutional construction, team construction, platform construction, and legal protection, in order to ensure social stability and order, ensure the safety of people's lives and property, and safeguard the healthy development of the economy and society.
