环境保护中区域立法协同机制的建设路径

摘要：
实现环境保护中的区域立法协同机制建设，符合我国社会经济高质量发展的要求。目前我国环境保护区域立法协同已形成京津冀全过程协同模式、长三角协商示范模式、东北三省区域立法协作模式，对其他地区环境保护立法协同具有借鉴意义。结合当前环境保护中区域立法协同机制建设存在的统一立法与分散立法的困境、区域立法主体单一化、立法协同中地方立法权属冲突等现实问题，应围绕在国家法律框架下建设区域立法协同机制、提升区域立法主体的专业化和多元化、建设完善的区域立法协同常态化工作机制等方面采取对策。
The Construction Path of Regional Legislative Synergy Mechanism in Environmental Protection

Abstract:
To realize the construction of regional legislation coordination mechanism in environmental protection is in line with the requirements of high-quality development of social economy in China. At present, China's regional legislative cooperation of environmental protection has formed the whole-process coordination mode of Beijing-Tianjin-Hebei cooperation region, the Yangtze River Delta consultation demonstration model and the regional legislative cooperation mode of the three northeastern provinces, which plays a reference role for the coordination of environmental protection legislation in other regions. Combined with the current practical problems in the construction of regional legislative coordination mechanism in environmental protection, such as the dilemma of unified legislation and decentralized legislation, the simplification of regional legislative subject, and the conflict of local legislative ownership in legislative coordination, countermeasures should be taken, under the national legal framework, to build a regional legislative coordination mechanism, enhance the specialization and diversification of regional legislative subjects, and build a perfect regional legislative coordination normalization working mechanism.
