摘要：
理解开放大学服务全民终身学习高质量发展的必要性与逻辑，须从理念上认识服务全民终身学习是开放大学服务社会的重要体现，框架上确立开放大学是服务全民终身学习的重要主体。对策上要确立高质量社会人才培养战略，推动教学体系高标准建设；顺应全民教育的浪潮，构建高质量社区教育服务；实施高质量教育研究，创建开放教育新局面。
The Path of the Open University Serving the High Quality Development of Lifelong Learning for All

Abstract:
To understand the necessity and logic of the open university,s service to the high-quality development of lifelong learning for all, we must understand from the concept that serving lifelong learning for all is an important embodiment of the open university,s service to society; It is established in the framework that the open university is an important subject to serve lifelong learning for all. The countermeasures should be to establish the strategy of cultivating high-quality social talents and promote the construction of high standards of teaching system; Conform to the tide of national education and build high-quality community education services; Implement high-quality educational research and create a new situation of open education.
