摘要：
突发公共卫生事件是对一个国家应急管理水平的考验，基层社区作为最基本的管理单元，在面对突发公共卫生事件中发挥着服务保障、资源分配、舆论引导和组织动员等重要作用。突发公共卫生事件的波及范围、时间和危害及成因的复杂性，促使国家构建更为完善的社区应急管理模式。
Research on Emergency Management of Public Health Emergencies in Grassroots Communities

Abstract:
Sudden public health emergencies are a test of a country’s emergency management level. Grassroots communities, as the most basic management unit, play important roles in service guarantee, resource allocation, public opinion guidance and organizational mobilization in the face of sudden public health emergencies. The scope, timing, complexity of hazards and causes of public health emergencies have prompted the construction of a more comprehensive community emergency management model.
