运用法治思维和法治方式推进信访工作研究

摘要：
信访工作是党的群众工作的重要组成部分，是了解社情民意的重要窗口。在化解社会矛盾、维护社会稳定方面发挥着重要作用。信访工作者运用法治思维和法治方式来处理信访工作，是国家机关公信力的体现，是提高信访工作质量的保障，是信访工作法治化的要求，更是解决社会矛盾、维护社会秩序、促进社会发展的保证。通过对法治思维及法治方式原理进行研究，结合当前信访工作存在的主要难点进行分析，提出运用法治思维和法治方式推进信访工作建议，对信访工作法治化进程具有一定的借鉴意义。
Research on Promoting Petition Work by Using Rule of Law Thinking and Methods

Abstract:
Petition work is an important part of the Party’s mass work and an important window to understand social conditions and public opinion. It plays an important role in resolving social conflicts and maintaining social stability. It is the embodiment of the credibility of the state organs, the guarantee of improving the quality of the petition work, the requirement of the petition work under the rule of law, and the guarantee of solving social contradictions, maintaining social order and promoting social development for the petition workers to handle the petition work with the thinking and mode of the rule of law. Through the study of the principle of the thinking and mode of rule of law, combined with the analysis of the main difficulties existing in the current petition work, the suggestion of using the thinking and mode of rule of law to promote the petition work is put forward, which has certain reference significance for the process of the petition work under the rule of law.
