开放大学系统廉政文化建设的SWOT分析

开放大学是一个庞大的办学体系，在廉政文化建设方面与普通高校存在着很大的差异，立足开放大学办学实际，在深入市、县开放大学调研的前期工作基础上，提炼出开放大学系统廉政文化建设的内部优势S：学校领导重视、系统建设成效明显、制度建设不断加强；内部劣势W：难以突破的二元管理体制、思想认识不到位、廉政文化建设水平参差不齐；外部机遇O：政策引领作用加大、开放大学改革力度加大、国家党风廉政建设和反腐败工作力度不断加强；外部威胁T：滋生腐败土壤依然存在、成人教育市场竞争激烈。在SWOT分析的基础上提出开放大学系统廉政文化建设的策略。
SWOT Analysis of the Construction of a Clean Government Culture in the Open University System

Abstract:
Open university is a huge system of running a school, which is very different from ordinary universities in the construction of a clean government culture. Based on the actual situation of running an open university, and on the basis of the preliminary work of in-depth investigation of the city and county open universities, the elements of the construction of an honest and clean government culture in the open university system are summarized as follows:The internal strengths S:the school leaders attach importance to it, the system construction has achieved remarkable results, and the system construction has been continuously strengthened; Internal weaknesses W:the dualistic management system that is difficult to break through, the ideological understanding is not in place, and the level of building a clean government culture is uneven; External opportunities O:the role of policy guidance has been strengthened, the reform of the open university has been strengthened, and the Party and national conduct of clean government and anti-corruption work has been strengthened; External threats T:the breeding ground for corruption still exists, and the adult education market is highly competitive. On the basis of SWOT analysis, the study puts forward the strategies for the construction of a clean government culture in the open university system.
