河北省城市独生子女父母养老问题研究

摘要：
我国从20世纪80年代初开始实施计划生育基本国策，独生子女家庭逐渐成为我国主要的家庭形式，随着社会老龄化程度的不断推进，独生子女父母的养老问题已逐渐成为社会的热点问题。河北省城市独生子女父母现行的养老模式主要有家庭养老、社区养老和社会养老三种，存在政府责任缺失、家庭养老保障功能弱化和养老模式选择单一等问题，针对这些问题，可以从构建政府主导和财政支持、整合社会有效资源、独生子女家庭树立新型养老观念等方面健全和完善城市独生子女父母养老体系制度。
Research on the Elderly Care of One-child Parents in Hebei Province

Abstract:
China has implemented the basic national policy of family planning since the early 1980s. One-child families have gradually become the main form of family in China. With the continuous advancement of social aging, the elderly care problem of one-child parents has gradually become hot spots of society. The current pension models for only-child parents in cities of Hebei Province mainly include family pension, community pension and social pension. There are problems such as lack of government responsibility, weakening of family pension security function and single choice of pension model. In response to these problems, we can improve and perfect the urban only-child parents' pension system by building government-led and financial support, integrating effective social resources, and establishing a new concept of pension for only-child families.
