摘要：
以救灾和稳定物价为核心功能的仓储制度，在国家治理中起到了重要的角色。清代的常平仓制度继承前代仓储制度理论与实践的基础，以更为完善的法律制度保障常平仓的建设运行。清代常平仓发挥着储粮备荒、赈济灾民、借贷便农、平籴粮价的重要功能。作为维护封建政权政治经济稳定的制度机构，常平仓的建设运转和功能发挥根本地受到封建社会制度设置、管理模式、吏治情况等因素的影响，这也使得常平仓的兴衰与清朝封建统治的兴衰相始终。考察清代常平仓的制度得失、作用局限、兴衰状况以及背后的原因对了解中国古代仓储制度乃至封建社会国家政权社会调节能力有着重要意义。
On the Relationship between the Random Price Stabilization Granary and the State Governance in the Qing Dynasty

Abstract:
The random price stabilization granary, with disaster relief and price stability as its core functions, has played an important role in national governance. The regular random price stabilization granary of the Qing Dynasty inherited the theory and practice of the previous warehousing system, and guaranteed the construction and operation of the regular random price stabilization granary with a more perfect legal system. In the Qing Dynasty, the random price stabilization granary played an important role in storing grain for famine, relieving disaster victims, facilitating agriculture with loans, and purchasing grain prices. As an institutional institution to maintain the political and economic stability of the feudal regime,the construction, operation and function of the random price stabilization granary were fundamentally affected by the feudal social system, management mode, official governance and other factors. This also made the rise and fall of the random price stabilization granary consistent with the rise and fall of the feudal rule of the Qing Dynasty. It is of great significance to study the gain and loss, function limitation, prosperity and decline of the random price stabilization granary system in the Qing Dynasty, as well as the reasons behind it, for understanding the ancient Chinese warehousing system and even the social adjustment ability of the state power in feudal society.
