京津冀协同视域下生态补偿的制度研究

摘要：
为促进京津冀区域协同发展和实现经济社会公平正义，采用生态补偿的方式推动乡村振兴是解决该区域经济社会发展的重要抓手。但是由于生态补偿资金不充足且结构单一、补偿方式缺乏可持续性、政策法律制度的缺失等问题的客观存在，京津冀区域生态补偿工作尚有许多地方需要改进和完善。倡导通过构建以政府为主导、社会力量广泛参与的生态补偿机制，建立区域间利益协调机构，强化生态文明构建，实现绿色产业转型，方能实现区域经济社会的可持续发展，助力乡村振兴取得成效，实现京津冀协同发展、繁荣发展的根本目标。
Research on the System of Ecological Compensation from the Perspective of Beijing-Tianjin-Hebei Coordination

Abstract:
In order to promote the coordinated development of the Beijing-Tianjin-Hebei region and achieve economic and social equity and justice, promoting rural vitalization by means of ecological compensation is an important starting point to deal with the regional economic and social development. However, due to the insufficiency of ecological compensation funds and the single structure, the lack of sustainability of compensation methods, the lack of policies and legal systems, the imperfect coordination mechanism of relevant interests, the lagging concept of ecological civilization construction and other problems, there are still many places to improve and perfect for ecological compensation work in Beijing-Tianjin-Hebei region. We advocate that only by building an ecological compensation mechanism led by the government and widely participated by social forces, establishing an inter regional interest coordination mechanism, strengthening the construction of ecological civilization, and realizing the transformation of green industries, can we achieve the sustainable development of the regional economy and society, assist rural revitalization to achieve results, and achieve the fundamental goal of coordinated development and prosperity of Beijing-Tianjin-Hebei region.
